The Russian man was denied entry to the town hall in shorts, so he put on a skirt

А video of the incident was posted on Instagram.

Security guard working at the town hall told Tayga.info that people in shorts below the knee could enter the building. He considers the actions of the man who put on a skirt a stunt move.

Zheleznogorsk is a closed town in Krasnoyarsk region in eastern Russia with a developed nuclear industry. The city is best known for its flag with the figure of a bear tearing an atom.
